1. INTRODUCTION
Welcome to the digital portal of the Municipality of Larissa, available at www.larissa.gov.gr/ (hereinafter referred to as the “Website” or “Portal”). The Website is operated by the Municipality of Larissa (1 Ionos Dragoumi St., P.O. Box 41222, Tax ID 997844860, Larissa Tax Office), hereinafter the “Municipality.”
Please read these Terms of Use carefully before using the Website. Accessing or using any part of the Website constitutes your unconditional acceptance of these Terms. If you disagree, please refrain from using it.
This Website serves as a unified digital portal for information and services for both residents and businesses and visitors. Depending on the category, some services are provided directly by the Municipality, while others link to external systems (gov.gr, eservices.larissa.gov.gr, etc.).
2. WEBSITE DESCRIPTION AND USER CATEGORIES
The website is organized into four (4) sections based on user category, each of which offers a different range of services and information.
2.1 Resident
The “Resident” section is intended for permanent residents and citizens of the Municipality of Larissa. It includes the following categories of services:
Municipal Registry / Civil Registry
- Information on municipal registry certificates and civil registry records
- Link to gov.gr for online document issuance (TaxisNet credentials required)
- Information on in-person service at KEPs
Health / Social Services
- Information on social welfare services, senior centers (KAPI), and home care
- Contact information for municipal services
- Links to relevant gov.gr services where applicable
Education & Lifelong Learning
- Information on the Municipality’s educational programs
- Link to the platform elearning.larissa.gov.gr (managed by the Municipality)
- Information on enrolling in educational programs
Sports
- Information on municipal sports facilities and programs
- Online registration for sports programs (eservices.larissa.gov.gr — managed by the Municipality)
Culture
- Events, cultural programs, Municipal Band
- Ticket reservations, where available, through the Municipality’s dedicated platform

2.2 Business
The “Business” section is intended for entrepreneurs, business owners, and legal entities operating within the municipality. Services are available for:

The “Visitor” section is intended for tourists and visitors to the city. No registration or credentials are required. It includes:

2.4 Local Government and Politics
The “Municipality and Policy” section contains information about the municipality’s structure, administration, and policies. It is available to all visitors without the need to register.
2.5 E-Services
The “e-Services” section brings together online services for all user categories:

3. GOV.GR LINKS, EXTERNAL PLATFORMS, AND MUNICIPAL SERVICES
The website clearly distinguishes between services managed directly by the Municipality and services provided through external platforms. The table below summarizes this distinction:

Taxisnet credentials (AADE access codes) are required for services provided through gov.gr.
Data processing is carried out exclusively by gov.gr and is not subject to the Municipality’s Privacy Policy.
The services provided are managed by the Municipality of Larissa and are subject to these terms and the Municipality’s Privacy Policy.
For services provided through a third-party provider, the Municipality has entered into a contract with the third-party provider and bound it to specific data protection terms; however, we recommend that you review the provider’s terms of use and privacy policy.
4. REGISTRATION AND USER ACCOUNTS
The website provides general information useful to both residents and visitors to the city of Larissa and is freely accessible without registration (primarily for visitors and for informational content). However, for services that require identification, the following applies:
For municipal services that require a user account: registration takes place on the relevant platform (e.g., eservices.larissa.gov.gr), which is governed by the terms and conditions in effect there.
To create a user account, the user must be an adult (over 18 years of age) with full legal capacity.
Users can register on the website by filling out the registration form (by entering their full name, email address, mobile phone number, and a password) and accepting these Terms of Use and the Privacy Policy, which constitutes an integral part of these Terms.
Users can then select their preferred contact methods and complete their registration. Please note that due to the nature of the website’s operation, you must provide an email address; otherwise, we will be unable to communicate with you regarding the smooth provision of the Municipality’s services. Please note that each User’s email address, as registered in their account, will be used as the primary means of communication; therefore, it is imperative that these contact details be kept up to date.
Once the User has completed registration and verification, they may use the website’s services under the specified terms.
The user is solely responsible for keeping their login credentials secure. If you suspect unauthorized use, you must immediately notify the Municipality at protokolo@larissa.gov.gr.
For services via gov.gr: Only TaxisNet credentials issued by the Independent Authority for Public Revenue (AADE) are required. The Municipality does not store TaxisNet credentials.
5. USER OBLIGATIONS
Unless otherwise specified, the Website is intended solely for personal and non-commercial use. Any modification, copying, distribution, transmission, display, perform, reproduce, publish, license, create derivative works, transfer, or sell any of the text, graphics, logos, or communications/announcements appearing on the Website, including, but not limited to, graphics, photographs, images, animations, audio, illustrations, information, software, products, or services and their configurations (“Content”), except as expressly permitted.
When accessing and using the Website, all users must comply with applicable laws. The following is expressly prohibited:
- Any use that violates applicable laws or the rights of third parties.
- Attempting to gain unauthorized access to data, accounts, or networks.
- Processing the personal data of third parties without consent.
- Dissemination of illegal, defamatory, or abusive content.
- Introduction of malicious software (viruses, trojans, ransomware, etc.).
- Unauthorized access to the Website’s servers or databases.
- Copying, modifying, or reproducing content without the written consent of the Municipality.
The User is required to use the Website in accordance with the law and these Terms, and not to engage in any acts or omissions that may cause harm to the Website or impair its performance, or that may jeopardize the provision of services through the Website.
In the event of a violation, the Municipality reserves the right to immediately suspend access and to take all legal measures.
6. INTELLECTUAL PROPERTY
The logo and other Content on the Website may be subject to copyright and may not be used for any purpose without the prior written consent of the Municipality.
The Municipality holds the copyrights to the Website’s Content, which either belongs to it or for which it exercises the legal rights to use it. The name and all trademarks, logos, and all graphic designs depicted on the Website are the property of the Municipality.
The republication, reproduction, use, or transmission of the texts, images, graphics, logos, and any other Content of the Website, by any means or method, for commercial or other purposes without the prior written permission of the Municipality. The sole condition for the use of the above is for personal information and use.
7. PERSONAL DATA
The Municipality is committed to protecting users’ personal data in accordance with the General Data Protection Regulation (EU) 2016/679 and relevant Greek legislation. Detailed information regarding the collection, use, recipients, and retention periods of data is contained in the Privacy Policy, which constitutes an integral part of these Terms of Use.
Regarding services that link to gov.gr: the data you enter into the corresponding gov.gr service is processed exclusively by the respective agencies in accordance with their own privacy policies, for which the Municipality bears no responsibility.
8. COOKIES
This website uses cookies to ensure its proper functioning and to improve the user experience. Detailed information about the types of cookies used, their duration, and how to manage them is provided in the website’s Cookie Policy.
9. EXTERNAL LINKS AND THIRD-PARTY PROVIDERS
This website contains links to external platforms. The Municipality does not control and is not responsible for the content, privacy policies, or security of external websites. Categories of external links:
- gov.gr (Digital Portal for Public Services): Operated under the authority of the Ministry of Digital Governance.
- Novoville: A private platform for reporting urban issues. It is governed by its own Terms of Use and Privacy Policy.
- Social media (Facebook, YouTube): The Municipality maintains official accounts. Their use is governed by the terms of the respective platforms.
- Maps (Google Maps, etc.): Embedded for informational purposes. Their use is governed by the terms of the respective platform.
Any user who clicks on an external link is subject solely to the terms and policies of the respective website.
10. LIMITATION OF LIABILITY
The Municipality makes every effort to ensure that the content of this website is accurate and up-to-date. However:
- It is not liable for technical issues related to the user’s infrastructure or device.
- It is not liable for any loss or corruption of data that is not attributable to it.
- It is not liable for the actions of third-party providers or malicious individuals.
- It is not liable for the content of external websites to which it links.
The Website is provided “as is.” The Municipality’s liability is limited to cases of gross negligence in the provision of services under its control.
11. FORCE MAJEURE EVENTS
The Municipality shall not be liable for any delay or failure to provide services due to events of force majeure. An event of force majeure includes any act, event, omission, or accident beyond the Municipality’s reasonable control and includes, in particular, strikes, lockouts, social unrest, riots, invasions, terrorist attacks or threats of terrorist attacks, wars (whether declared or not) or threats or preparations for war, fire, explosion, storm, flood, earthquake, epidemic, or other natural disaster, inability to use public or private telecommunications networks, acts, decisions, laws, regulations, or restrictions of any government.
The Municipality’s obligations under these terms shall be suspended, and the timeframe for their fulfillment shall be extended in proportion to the duration of the force majeure event. Every effort will be made to promptly resolve any issues that arise, within the Municipality’s capabilities, so that the provision of services may continue.
12. GOVERNING LAW AND DISPUTE RESOLUTION
These Terms of Use are governed by Greek law. Any dispute arising from the use of the Website, if not resolved amicably, shall be subject to the jurisdiction of the competent courts of Larissa.
13. MODIFICATION OF TERMS OF USE
The Municipality reserves the right to amend these Terms at any time. Any amendment takes effect upon its publication on the Website. Continued use of the Website following the publication of an amendment constitutes acceptance of such amendment.
